Senior IEBC Official Arrested for Using Forged Academic Certificates to Secure Job and Promotions

The Ethics and Anti-Corruption Commission (EACC) on October 14, 2024, arrested Caroline Sabiri Manyange, a senior official at the Independent Electoral and Boundaries Commission (IEBC), over allegations of using forged academic credentials to obtain employment and promotions within the commission.

Investigations revealed that Ms. Manyange submitted a falsified Master of Arts degree in Population Studies, claiming it was issued by the University of Nairobi on May 9, 2004. The forged document enabled her to secure employment in 2012 and subsequently earn promotions, resulting in a cumulative salary and benefits of over Ksh37 million—a case classified as fraudulent acquisition of public funds.

Ms. Manyange now faces multiple charges, including forgery, contrary to Section 345 as read with Section 349 of the Penal Code, and presenting false documents, contrary to Section 353 of the Penal Code.

The EACC has announced plans to initiate civil proceedings to recover the full amount of Ksh37 million in salaries and benefits fraudulently acquired by the official.
